Seaport-e Contract Vehicle Overview

Background:

SeaPort-e is the Navy Multiple Award Contract Vehicle designed to efficiently support the alignment, organization, and integration of Navy missions to execute 21st Century requirements. Using a web-based, e-business procurement Portal, SeaPort-e employs a performance-based service acquisition approach to leverage buying power, improve business intelligence, and reduce cycle time.

Scope:

Provide services that potentially span the entire spectrum of Functional Service Areas supported by the using activities and technical capabilities that comprise the various ordering offices, as well as provide professional services to the overall Navy, Defense Threat Reduction Agency, and United States Marine Corps organizations. Services within the contract functional areas may be performed under SeaPort-e for new product areas, programs, or missions assigned to ordering activities over the life of the contract. Additionally, activities may provide limited support under SeaPort-e to othe Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and missions.

Team S3 Introduction:

Team S3, under the leadership of System Studies and Simulations, Inc. (S3), integrates the strong capabilities and expertise of a predominantly small business team into a formidable and flexible resource to support SeaPort-e functional requirements. Our Team consists of S3, a woman-owned large business, and 15 Small Business Partners covering every socio-economic category. We have established presence in all seven Geographical Zones using a combination of S3 and Team Member local offices. Our experience includes work applicable to all twenty-two (22) SeaPort-e Functional Areas performed in support of United States Navy, Army, Air Force, and other Government Customer requirements, many of which were accomplished using Performance Based Contracting. As such, Team S3 is exceptionally well suited to provide innovative, “Best-in-Class” solutions for SeaPort-e Customers by leveraging our extensive experience to execute Task Orders in accordance with Performance Based Contracting on time, to standard, and within budget.
